Lucy Kuo
In the world of the Infamous series, people can become channels for different kinds of elemental powers. Lucy Kuo’s powers as a channel for ice were turned on by force. She used to work for the NSA, but the fanatic Joseph Bertrand III took her away and experimented on her.
Lucy can move ice and cold air because of her ability to act as a conductor. She can freeze nearby foes with a cloud of ice, throw ice balls at them, or even make big spikes of ice that send enemies flying.
